The establishment of new wind farms has aroused opposition of the local population as in many other countries. In the present case, we focus on the wind park planned in the sea between Hiiumaa and Saaremaa (Soela Strait), in respect to which we conducted a case study of stakeholders in spring-summer 2014. Purpose of the research is to understand and assess the development of the surroundings in which people live and transformation in connection with the wind park planning, and institutional and individual attitudes and strategies in the processes of informing, involvement, participation and decision-making.
