In recent years there has been increasing support from volunteers in providing vital public services. In Estonia some of the positions of the Rescue Service are manned by voluntary fi remen, the Police Forces are assisted by volunteers, and recently the Estonian Defence League has assumed responsibility for the territorial defence. The need to create a positive work environment for volunteers in order to achieve better job performance has increased the need to study the relationships between the volunteers and the organisations that they assist. In the last decade the concept of the psychological contract has become of interest to researchers
