This article focuses on the impact of the COVID-19 crisis on the Estonian defence industry. It is an exploratory research paper that attempts to sketch out some more salient features of a complex of problems that is deep and wide in nature, the reasons and effects of which are only gradually starting to become clearer. The paper focuses on the Estonian case but, as it tries to place its findings in the wider context of global and regional changes, it also tries to generalise the impact of these crises upon the defence industry of a small state. The paper relies mainly on theoretical literature on global value chains. Also important is the topic of regional resilience as understood from an evolutionary economic perspective.
